~~United Way of King County is seeking a Payroll and Benefits Manager, who will manage payroll, employee benefits, and assist in coordinating general human resources tasks including recruitment, employment, compensation, labor/employee relations, training, and policy development.

  • Compiles and ensures accurate and efficient processing of semi-monthly payroll. Manages payroll changes such as grade level, title, and salary for entry into web-based payroll system.
  • Processes manual timesheets monthly for federal grants and sends monthly journal entries for grant hours to accounting.
  • Processes semi-monthly general ledger reports to accounting, prepares monthly journal entries to accounting for specific deductions.
  • Prepares payroll-related government reports such as quarterly L&I, annual ACA reporting and distribution, and oversees W-2 reporting and distribution.
  • Manages all benefit programs, including enrollment, audits, and fielding staff members' questions regarding benefits eligibility, cost, and coverage. Tracks eligibility dates and executes payroll deductions for all benefit premiums; responsible for COBRA and leave recordkeeping, tracking, and compliance.
  • Manages all aspects of the 403(b) retirement plan, prepares and sends semi-monthly payroll 403(b) reports to vendors, maintains accurate records of participants, processes 403(b) plan distributions for terminated and retired employees, sends required notices (fee disclosure, fund changes, etc.) to all enrollees (active and terminated), and prepares all 403(b) audit materials for annual retirement and general accounting audit.
  • Conducts new-hire and benefits orientation. Tracks service awards and performance reviews due dates.
  • Responds to and processes unemployment claims, employment verifications, garnishments, levies, and workers' compensation claims
  • Assists in facilitating and coordinating human resources functions pertaining to recruitment, employment, compensation, labor/employee relations, training, and policy development.
  • Performs other duties as assigned.
  • Exercises a high level of accuracy, strong attention to detail, excellent organization, prioritization, and problem-solving skills
  • Thorough knowledge of automated payroll and accounting systems
  • Thorough knowledge of health and retirement benefits and related regulations, laws, and procedures
  • Demonstrated ability to effectively manage payroll process for monitoring timeliness and accuracy
  • Intermediate proficiency in Microsoft Office and accurate data entry skills
  • Demonstrated ability to use independent judgment and follow procedures thoroughly
  • Strong interpersonal skills to handle highly sensitive and confidential information and situations, and ability to act with tact and diplomacy to effectively deal with staff at all levels, including top management
  • Intermediate skill level in performing math computations to prepare reports
  • Knowledge of or ability to quickly learn human resources functions including employment laws, recruitment, compensation, training, labor and employee relations
Education and Experience:
Bachelor's degree or equivalent, in Accounting, Business, Public Administration, Human Resource Management, or a closely related field.  Three years' experience in payroll and benefits processing, and retirement coordination is required; five years' experience preferred. Prior experience with ADP products desirable.  Human resources background  or Professional in Human Resources (PHR), or SHRM Certified Professional (CP), or Certified Payroll Professional (CCP), a plus.

The annual recruitment range is from $60,500 to $ 65,500, depending on experience.
