Job Description:

Organization:  Volunteers of America of Oregon’s (VOA-OR) mission is to promote self- determination, building strong communities and standing for social justice.  We are on the forefront of proactive engagement with our clients.  From treatment and rehabilitation to childcare and general social services, VOA-OR is looking to the future of care where clients are engaged in their wellness journey and feel supported by staff and community.  This vision will happen with an innovative, creative, compassionate COO that understands the social service community as well as matrix management, employee empowerment and expanding community opportunities.

Position Summary:  The COO provides mission-focused, strategic and practical leadership and serves as the internal leader of the organization.  Responsibilities include coordinating the annual operations plan and budget, implementing the new strategic plan, establishing a vision and measurable goals for divisions within VOA that consistently add value to the work of employees, clients and the larger community.  The COO manages executives including the Medical Director, Program Division Directors and Human Resources Director.  The COO also provides direct supervision of facilities maintenance.

Education, Training and Experience:

  • Bachelor’s degree required; MBA/MPA or similar advanced degree desired.
  • Prior experience in managing a values-driven public or non-profit organization required.
  • Substantial experience in a leadership role, preferably including finance/accounting, budgets, IT systems, human resources, marketing and communications.
  • Ability to delegate, supervise and inspire staff.
  • Experience in operational program development, implementation and evaluation.
