The Associate Program Officer performs program-related duties for OCF’s statewide, region and issue-specific grant programs where volunteers and advisory committees are engaged in review of applications. The position oversees a large, non-competitive grant program where donors have designated specific organizations to receive grants on an annual basis. The Associate Program Officer also serves as a programmatic resource to colleagues who work directly with donors and as a program representative in carrying out OCF’s regional engagement strategies, including but not limited to the North Coast region of Oregon.
Essential Duties and Responsibilities:  
A. Program Support
Perform program-related duties for the statewide Community Grants Program: meet with and respond to inquiries from prospective grant applicants and grantees, assess Community Grant applications, conduct site visits and assist with nonprofit outreach
Develop knowledge and expertise about organizations, people and issues to help carry out grant programs
Participate in and facilitate meetings with volunteer grant evaluators and staff
Help inform program strategies and administrative processes
Analyze grantee progress and perform occasional research
Participate in review of special grant requests and development of grant recommendations; guide assessment of impact of grants
B. Program and Fund Management
Manage a large portfolio of smaller, community-based grant programs and funds, including program design and implementation, volunteer advisory committee management, and associated administration
Oversee a large, non-competitive grant program where donors have designated specific nonprofit organizations to receive grants on an annual basis. Oversee grantee reporting and communications with donors, grantees and stakeholders, provide direction when an organization is no longer in compliance or closes its doors, produce board committee reports, work alongside the Director of Grants Management to oversee annual distributions, and strengthen administrative and program processes
Ensure that grants under management by this position are consistently and effectively meeting donor intent, funds are being spent down, and that due diligence is performed in grant proposal review
C. Programmatic Guidance
Serve as a programmatic resource to colleagues who work directly with donors, including sharing opportunities for future giving and information/analysis on past grants awarded
Produce grant reports and perform occasional research
D. Regional Support
Serve as a program representative in carrying out OCF’s regional engagement strategies, including but not limited to the North Coast region of Oregon (Clatsop, Columbia, Lincoln and Tillamook counties) 
Participate in and/or lead cross-departmental regional strategy meetings, volunteer meetings and events, outreach and grant workshops
E. Other Duties as assigned

Required Education, Knowledge, Experience and Skills:
Five or more years’ progressively responsible experience, including experience in the nonprofit or public sector, or equivalent experience in the private or corporate sectors
Bachelor’s degree in a related discipline or equivalent experience 
Outstanding communication skills, verbal and written, including public speaking
Strong organizational skills, including the ability to track details, prioritize and manage several projects, work efficiently to meet deadlines
Strong analytical skills including the knowledge and ability to think critically, problem-solve, conduct research, manage projects, analyze program options and clearly explain alternatives, evaluate non-profit organizations’ strengths and weaknesses including financial reports, design and implement program evaluations
Experience in program planning and evaluation
Experience leading or working with groups of volunteers and coordinating diverse teams to achieve goals 
Adept using Microsoft Office, including Outlook, Word, Excel, PowerPoint and Publisher; facile Internet user; knowledge of Adobe; and experience working in a network environment with an integrated database
Strong interest in philanthropy in Oregon and knowledge of the state
Possesses cultural agility skills necessary to work effectively with diverse people, teams and communities
Percentage of Time: 5 - 10% (higher in some months than others)       
Travel is required with this position, most frequently within the Metro Portland region, with some statewide (mostly North Coast) travel, including an occasional overnight stay. A valid driver’s license is required.
Compensation and Benefits: 
The starting salary for this position is $57,166.00; starting rate is dependent on candidates’ applicable experience and knowledge.
