The Payroll Supervisor is responsible for overseeing all Neighborhood House payroll processes, which includes administering and processing in-house payroll for 280+ employees in multiple locations.  The Payroll Supervisor directly supervises the Purchasing Coordinator/Payroll Specialist and oversees the work of other accounting and administration staff assisting with parts of the payroll process.  Duties include, but are not limited to, reviewing calculated payroll, preparing and reporting payroll taxes; general ledger reconciliations, assigning and updating employee cost centers, preparing journal entries, assisting with budget monitoring, and responding to high-volume of staff Q & A.
The Payroll Supervisor is also responsible for overseeing the work of the Purchasing Coordinator in purchasing supplies and equipment for the entire agency.  These duties include, but are not limited to, reviewing purchase orders and backup documentation, assisting in central purchasing procedure writing, and overseeing vendor procurement process.
The Payroll Supervisor reports to the Controller and will work closely with the Human Resources Director, Director of Finance and Administration as well as the Accounting and Human Resources teams.

Payroll Oversight
  • Provide oversight of payroll transactions, including support of best practices in the review and input of employee timesheets, processing semi-monthly payroll through MIP Payroll, and issuing payroll checks/vouchers to 280+ employees.
  • Coordinate with Purchasing Coordinator/Payroll Specialist and other Accounting Staff assigned to payroll processes to ensure that deadlines are met.
  • Coach and train staff involved in payroll processes (including internal customer service) to assure an accurate, timely, efficient payroll system is maintained.
  • Assign and update employee cost centers.
  • Manage payroll cost allocation process.
  • Prepare various payroll and management reports.
  • Prepare payroll entries and related adjusting entries as needed.
  • Work closely with Human Resources to ensure accuracy of data in the Kronos HRIS/Payroll System.
  • Monitor and verify payroll deductions, including garnishments, 403(b) contributions, benefits, and other payroll information.
  • Prepare and file Federal and State required reports.
  • Handle all aspects of payroll garnishments.
  • Train managers and staff on time reporting policies and procedures. Develop resources and tools to improve the quality of staff training and address reoccurring needs.
  • Reconcile payroll-related general ledger accounts and assist with reconciling other general ledger accounts as needed.
  • In coordination with the HR Team, oversee the creation and issuance of Form 1094 and Form 1095s for all agency employees.
Purchasing Oversight
  • Provide oversight over central purchasing process. Coach Purchasing Coordinator in best practices, monitoring of deadlines, and problem solving strategies.
  • Work closely with managers to assist with budget monitoring, as well as creating tools to assist in the process.
  • Work collaboratively with Controller and managers to develop and update purchasing procedures and systems.
  • Assist with the annual audit preparation – prepare various schedules for audit purposes.
  • Perform other duties as assigned.


Minimum Qualifications
  • AA/AAS degree in any field with concentration in finance or accounting and 3-5 years accounting and/or payroll or benefits administration experience with increasing responsibility. Equivalent combination of education and experience may be considered (with Department Director’s approval).
  • Proficient in Excel and demonstrated knowledge of Word and Access software programs.
  • Ability to use 10-key by touch.
  • Ability to handle sensitive and confidential information with discretion.
  • Strong written and verbal communication skills with the ability to model best practices and positively motivate team members.
  • Strong attention to detail and organizational skill with the ability to multi-task and prioritize with relatively limited supervision.
  • Ability to establish and communicate project deadlines in order to support a team in timely completion of goals.
  • Proven ability to handle complex chart of accounts.
  • General knowledge of payroll policies and practices, processing procedures, and state and federal withholding laws.
  • Ability to work with and be sensitive to individuals from a wide range of cultural, economic, and ethnic backgrounds.
  • Willingness to comply with the established agency performance standards which may include: productivity/personal responsibility, client/customer service-orientation, embracing a team player orientation, and maintaining a professional demeanor.
  • Ability to work a flexible schedule which may include occasional evening and weekend work
  • Current First Aid Certification (within 30 days of employment).
  • Current CPR Certification (within 30 days of employment).
  • Sexual Harassment Training within 30 days of hire.
  • Child Protective Services Training (within 2 weeks of employment).
  • Must pass Neighborhood House background check requirements.
Desired Qualifications
  • BA in any field with a concentration in finance or accounting.
  • Kronos Payroll or other HRIS Software experience a plus.  Experience with Sage MIP Accounting software also a plus.
